What is the best way to prevent a skirt from flying up?

I like pleated skirts and those wrap around skirts a lot. I know those skirts go up in the wind a lot and I live in a windy area. What’s the best way to prevent a skirt from flying up in the wind?

Wear Slacks! (Yes, I can’t stand wearing skirts — but if I have to — it is underneath a longer, fitted jacket or sweater (which helps keep one modest)).

All you can do is hold it down or wear bike shorts under so if it does blow up your not showing anything off
